Dr. Jack HarraldDr. Jack Harrald
Dr. Jack Harrald is the Director of The George Washington University Institute for Crisis, Disaster, and Risk Management and a Professor of Engineering Management in the GWU School of Engineering and Applied Science. He has been actively engaged in the fields of maritime safety, emergency management, and crisis management, as a researcher in his academic career and as a practitioner during his prior career as a U.S. Coast Guard officer. He has written and published in the fields of crisis management, management science, risk and vulnerability analysis, and maritime safety.

Cape International Services recently developed a vessel traffic study for CIRCAC that describes the volume and type of traffic transiting Cook Inlet based on Marine Exchange and U.S. Coast Guard data. (Link Coming Soon)

99 Safety of Navigation Forum Proceedings
In 1999, CIRCAC sponsored a Forum on Safety of Navigation in Cook Inlet with co-sponsorship from Tesoro, Unocal, and the Oil Spill Recovery Institute. The forum convened parties involved in marine transport in Cook Inlet to identify relevant spill prevention measures. In addition to marine transportation and oil industry professionals, the forum included representatives of community organizations and state government.

US Coast Guard Ports and Waterways Safety Assessment (PAWSA)
A se ries of workshops was held in port areas nationwide using a numerical model to weigh relative risks in six categories for USCG consideration in planning for vessel traffic management systems.  In 2000, a PAWSA was held in Cook Inlet.

Report on Safety of Navigation and Oil Spill Contingency Plans (large PDF)
This report was commissioned in 1992 by the Cook Inlet Regional Citizens’ Advisory Council and written by Capt. J.T. Dickson of the Shetland Islands, UK. The report is based on expert analysis of previous assessments, consultations with operators and mariners, and visits to key Cook Inlet sites.
Navigational Safety Forum

The Cook Inlet Navigational Safety Forum will be an event where participants share information about Cook Inlet navigational risks and discuss possible interventions to reduce the risk of vessel casualties and oil spills. This 1-1/2 day event will convene political, agency, industry, and community representatives, as well as diverse special interest groups representing both industry and environmental organizations.

Panel sessions and expert speakers will cover a range of navigational safety topics, including the potential development of a formal navigational risk assessment for Cook Inlet.A final report will be prepared to summarize the issues discussed, comments shared, and next steps in the promotion of safe navigation in Cook Inlet. 

Cook Inlet RCAC is hosting and funding the forum, and has hired Nuka Research and Planning Group, LLC (www.nukaresearch.com) to facilitate the conference planning and logistics.  Mike Conway, of MAC Leadership and Consulting, will facilitate all sessions.

A steering committee comprised of representatives from the U.S. Coast Guard, Alaska Department of Environmental Conservation, Southwest Alaska Pilots Association, and Tesoro Alaska Company provides oversight in the planning and development of the forum.
